Programs that accept and, where possible, attempt to resolve complaints regarding rail transportation system equipment malfunctions, dangerous or inadequate conditions that exist at public crossings, blockage of rail crossings for long periods of time, transportation by rail of hazardous materials that pose a risk to public health and safety, or other unsafe conditions with respect to track, motive power and equipment or operating practices of rail transportation companies. Included are complaints about companies that provide local and long distance rail passenger and shipping services, streetcar services, rail-connected trolley services, metro rail services, monorail services, subway system services and elevated railway services.
